我跟各位樓上的高手理解有些偏差，這里說出來，望大家?guī)臀抑刚?br /> 我看樓上各位都是基于be up to句式來的，但是，up to后面應(yīng)該跟名詞吧？這里的to后面跟的是design。因此，我理解為：To design.....is up(the high level) in the herb-recording.
翻譯為：群體記錄最重要的就是制定規(guī)測(cè)來評(píng)判什么樣的方式可以被認(rèn)為是需要（有價(jià)值）的。
